Having problem with turning pc on/off

Hello, I am having some troubles with my first time custom built PC.

1. After finishing the build, I managed to turn on the power (fans spinning), but I was missing DVI cable, so I turned it off. Oddly, my CPU cooler fan was not moving at this point.

2. Once I got the cable, I tried to turn it on again, but it wouldn't work (all fans not working).

3. I did some research and removed CMOS battery for a few mins and plugged it back.

4. My PC booted up properly, and I managed to install my OS and some software I need.

5. Up to here I was fairly happy with it, but once I tried to shut it off from the Windows menu, my PC turns off normally then turns on itself after 2-3 seconds later.

6. Since I had to go out at the time, I decided to just let it install some more stuffs and left it on for about ~4 hours.

7. Once I got back, my PC was still on working normally (as in finished installing software etc), so I tried the shut down from the Windows menu again.

8. My PC turned off smoothly without restart, but now it does not turn on just like in #2

*I have not tried to reset CMOS again and turn it on, because I only have one monitor that I am using right now with my old PC

What could be the problem here?

Can there be shorts on the motherboard or is this more likely some misconfigured BIOS?

I am new at these stuffs, so any help or explanations would be really appreciated.
