Help!! cpu dead??

Hey i could really use some help guys.. So today i ordered a new gpu and psu because mine were becoming old and outdated. So i check in my pc and wanted to see if i would have room for the card. Well while in the case i decided to blow some dust out using my breath. (Yes i know this was stupid) so i took the heatsink off and blew the dust off it and the little specs of dust off the cpu and put everything back together. NOW MY COMPUTER WONT START :(
Im not sure what happened but im freaking out. My psu is good ive tested it. Please someone help..

Here, I would try this. Clear CMOS, take out all PC Components except for the CPU. Make sure all power connections are secure for the CPU and ATX board. Then check if you still have the power cycling issue. Obviously the computer will beep due to finding no ram, but this way you will know if there is a problem with those components that were taken out.

And they only spin for a second or 2 after i press the power button, sometimes longer sometimes less but always turn back off again.

Remind you the pc was perfectly fine for 4 years up until today. Only things i did was move the hard drive down 2 slots to make room for the 7870 and take off the heatsink. Im not sure what i couldve done wrong to mess my computer up..

Will not having a new layer of paste cause it to not boot though? The cooler is back on tight and it still wont boot. Sometimes the pc will run for 1 second sometimes 5. But always turns back off

I did the psu test with a paper clip and it worked fine. Sometimes the gigabyte mobo screen at the start of the boot will show but it never goes past that before cutting off

Always put new paste on after taking the heatsink off. There are microscopic pits in the IHS (integrated heat spreader) and Heatsink surface, the thermal compound fills in those pits. Otherwise, the air in between will heat up very fast.

Probably not since you have the heatsink on, it's just general practice to put on new TIM (Thermal interface material).
