You would have to adjust in game settings to improve performance.
The 750 is a good card, just remember it is still mid range. It will be faster than the 4870 and take a good deal less power as well.

He can try overclocking it a bit if he hasn't yet, its not too hard.
Btw. when he goes to get a new one tell him no matter what do not buy a 750Ti. Its built to use little power and because of that Nvidia charges a huge chunk of cash for it. It wasn't designed for high performance though, and there are about 5 other types of graphics cards very close in price to it that get much better performance. 750Ti is never a good decision to buy unless you are using a very very small PC case.
