How come every time I install Windows on a hard drive, it's slow afterwards?

I experience this every time I do it, shouldn't it be faster since it's a fresh clean install?

Even new HDDs can be faulty, it may have been damaged in transit from the factory or from the supplier, and a percentage of them can be faulty fresh off the production line, so it still makes sense to test. it If it passes with no errors or fails reported, test the RAM.

Remember your troubleshooting a problem by a process of testing and elimination, so it's not wise to take anything for granted just because it's new.
Unless there's a hardware problem, yes a fresh install should be relatively zippier than an old one which has become bloated.

You may want to test your RAM for errors and the hard drive for signs of it starting to fail:
