Rapid "Not Responding" flicker, random tabbing issues.

Alright I've searched high and low on other forums around the internet but I can't seem to find anyone with quite the problem I have here, and I would truly appreciate some help and pointers.

So here goes the issue.

Many programs, when opened, will begin to flicker rapidly with the "Not Responding" (it goes slightly gray and the top window name will show '(not responding)'. The program itself is still usable and functional, as long as you are able to click it or interact with it in those short intervals between the flickering. The task bar at the bottom will also keep sliding the window, as if it was opening and closing very quickly. Some of these programs include:
Photoshop CS2
AutoCAD 2014
Minecraft, and some other games
Steam Workshop Tools
Some visual novels
PCSX2 PS2 Emulator
...There are many more.


Programs that work will simply never encounter the problem, and the programs that do have this problem always have this problem. They will also tab themselves frequently. I will be switched to my desktop (or another active window such as Chrome) for a moment, before being switched back in automatically, all while my hands are off the keyboard. It can also happen in reverse: if the flickery program is fullscreen mode, i might see windowed tabs such as Skype appear over shortly. The intervals are not really fixed, but very consistent; every two seconds or so there will be a tab.

Another problem that is very similar to this is full screen applications not being able to tab back in. For example, if I am playing a game which is running smoothly, and I alt tab to desktop, I can do so fine and still do other tasks smoothly. However, if I want to get back in the game, clicking the tabbed window on the bottom bar will not do anything. Instead, I will need to open task manager, where I find the program to be "Not Responding", yet if I right click and choose Switch To, Bring to Front, or Maximize, the program will restore to full screen without a hitch. These are mostly games, and there's one or two of them that are well developed and have no bug reports like this.


If you have made it this far, I really appreciate it.

Now on to what I have discovered / tried.


It isn't my keyboard. I got a new one recently. I also used Catalyst Control Center to check if I could update my graphics drivers. My system is as follows:
Windows 7 64-bit Professional (Genuine)
i7 2700k
32gb ram
Radeon HD 7770
700w PSU
HD and SSD setup (Windows installed on SSD, programs on HD)


I should also note that I am using Norton as my AV. From some digging around on the internet, a heavy AV may or may not be the culprit (the problems were not quite the same, but similar). I have also cleaned registry with CCleaner and Norton's registry cleaner. At this point, I am at quite the loss. Any insight is appreciated, thank you!

me to guys i have no idea what to do ive looked forever and its really annoying me! i had a virus and now they are gone but ever since my computer has been doing this. i dont know what to do so anyone who even has an idea to try would be awesome! i hope we all get this crap resolved :)

Hey guys :) im back with an answer!!!! For minecraft ( and most other things ) go to the registry ( .minecraft for minecraft )and make a text document ( right-click, then hover over new, then click text document ) copy this code into the text document vvv

Does this have to do with gpu driver?

Cuz I seem to do everything that every single article said about this. Sadly, none worked. My problem was caused after a hard torrent virus. Now I can't find anything to fix it. I deleted registry keys, adwcleaner, avg, vipre, mse, spyhunter and every antivirus. I still didn't try ccleaner though. But i doubt it'll work.
Please help, all help will be seriously appreciated.

i have this exact issue :( i have used rkill and rogue killer but they detect nothing
and as far as the registry items i cant seem to find them at all

Hey there,

So I was having the SAME EXACT PROBLEMS as the original poster. It was driving me insane. I found a solution on another site from 2014, I think? To download a program called "Game Booster 3" - unfortunately it must be outdated or just no longer in service, but in place of it was, "Advanced SystemCare 9", so I downloaded that after researching online to make sure it was legit and not a virus. It is legit. I booted it up, selected all services for it to go through and repair and hit the big ol' blue button "scan" at the top middle. I was confused at first, as in the bottom right it says to "activate". Ignore that, as it let me do all this for free. Hit scan, and it took awhile for it to finish (in fact i went to sleep while it ran), I woke up this morning, restarted the computer, and now I'm not having those problems anymore :)

EDIT: I will also add that I did delete Steam as well, but I noticed no difference. There was still the flickering; at the same time, I don't THINK I restarted my computer? Anyways, just something else to try

Just wanted to Add to this that it creates this package that downloads like 3 programs by them to try to get you to buy any of them, but I did run the program, only took 15 min to optimize and it did fix my problems with flashing. Going to keep it around for now as long as it doesnt start popping up.

Just to let you know I have windows 10 and was having issues with Minecraft, Overwatch (beta in windowed mode), and intermittently with firefox although it was a lot rarer.

I am also having this exact issue with the following symptoms:

- Apps briefly show (not responding) when opening. This includes explorer and even Task Manager.
- Software flickers and blinks
- Apps on the task bar have occasionally slid around wildly as if constantly reopening
- Playing games in windowed or borderless windowed mode has severe screen flickering. This appears to only begin happening once I have clicked my mouse for the first time after opening any game.
- Tabbing out of fullscreen games does not allow me to tab back in
- Window focus constantly being stolen during these flickers

I have tried everything suggested in this thread and nothing has fixed my issue. I have tried reinstalling Windows 10 several times now using System Restore and still no solution.
I cannot find any other information about this, so it's already a miracle to find this thread at all.

AdvancedSystemCarefree claims to have found a bunch of errors and fixed them, Rkill found nothing, and RogueKiller found some registry stuff and I think removed them. I used these softwares in this exact order.

I have also used focus.exe to view the focus stealing and have observed these lines whenever the (not responding) appears briefly:

1220:Could not open process
and
No foreground application

A lot of the flickering seems to happen in response to my mouse clicks, at least at first.

I don't know what to do short of formatting my entire PC, which I really don't want to resort to. I have no idea when this problem began, but it is driving me insane.

This is the EXACT problem I now have. I opened a bunch of malware/viruses somehow, ran my usual cleanup process (Malwarebytes, Rkill, Hitman Pro etc.. which ALWAYS works so well.). got rid of everything ezpz, except this time I was left with this " searching.com" virus as my homepage in all of my browsers. I could not get rid of it for the life of me.

I followed instructions through a number of different sites which lead me to the registry and boot processes etc, and something I did got rid of the "Searching.com" virus.. but ever since then I've had the same problem as you.

Most of my programs flicker and show "not responding" for a split second, I have the same tabbing out issues. Some games are worse than others. As soon as I get into The Long Dark it constantly minimizes on its own. Dota2 flickers and many of my clicks dont register.

But the weirdest thing is how it affects explorer and task manager too.

It feels like a program is running in the background and interfering with everything- almost like it opens for a split second and closes extremely fast, taking priority over other programs and forcing them to minimize, yet task manager shows nothing.

Anyways. It is driving me absolutely insane. The only game that seems to be unaffected is SC2.
I just want my PC back.. :(

Please keep me posted if you find a solution.

Same issue, I've tried everything I could think of. Even the stuff listed by the guy above about that program. No dice. Posted on Reddit, twice, no responses. Migrated across 3 SSDs, done 2 fresh win 10 installs, 2 different mobos, 2 different graphics cards, 3 different monitors, two different processors. For me this happens with WoW, Diablo 3, and virtually all 30+ of my steam games. Also happens to Kodi as seen in my video

Had the same issue but the program (http://www.iobit.com/en/advancedsystemcarefree.php) worked for me as well. Did you have everything checked when you run the scan? I believe scanning for "system optimization" solves the problem.
