Graphics card fans stop spinning, no display

I just finished my first build (see here) for details), but cannot get my computer to output any video or audio. I opened up the side of my case while the computer was on, and found that my case fans and my CPU fan were all spinning, but that my GPU's fans were not moving. The graphics card was still hot, though. My case's LEDs also came on, and I think I heard my HDD spin up. I don't have a system speaker. I have triple-checked all my connections; my card is connected to my PSU correctly. All my parts are brand new. Is my card just DOA, or is there something else I could check?

Also, I cannot turn my computer off by pressing or holding the power button on the front panel, though it can turn it on. I have to flip the PSU's switch to shut it down.

Try to check all connectors on your motherboard and other parts as it has a possible that there are loose connectors and might not have been connected properly.

If that does not work then there is a possibility that your:

Graphics Card
or
Motherboard
or
PSU

...is the problem.

Since computers can still boot without HDDs. Try to connect your monitor to your motherboard to check if it's really an issue with your graphics card.

My mobo doesn't have integrated graphics, and I don't have any other cards lying around to test the rest of the setup. I RMA'd the card, and got a new one. They claim that they tested it, and found it to be defective, but my new one works exactly the same way (i.e. it doesn't at all). I don't know how rigorously they tested the card, but if it was actually broken, then it seems that I'm just really unlucky.

I tried both PCIe cables from my PSU, and even tried wiring it up with the molex adapters. The possibility of a bad connection causing the problem is pretty much out of the picture.

According to the tech support guy at Gigabyte, the fans should come on with power, regardless of whether the PCIe connector is slotted in, so that rules out the motherboard as the problem. Either I got 2 DOA parts in a row, or my PSU is half-broken (PCIe power doesn't work, but everything else does). Neither seems likely, but I can't think of any other explanations.
