Motherboard Swap Out

So I recently swapped out my old motherboard, a HP M2N68-LA, for one capable of more grunt. I also got beefier RAM, an 8 core CPU, and a nice R9 270x graphics card. So when the day came to bring in the new, the new just sat there doing nothing.

I have everything plugged in correctly. Everything needed to make it run at least. All the connectors seem to line up, I can't imagine it's somehow one short or something. And the only way I know its receiving power is that the case fan makes this soft whine and won't turn at all. Nothing else turns on or boots up.

Because this is such a specific problem, I'm kinda at a loss as to what I need to do to make everything just flip on and boot up.

I'm confident my PSU is up to the task. Its a Corsair 600w unit.

If the new rig has never once powered up then I would suspect a faulty power pin on the motherboard. either the 24 pin slot or the 8 pin slot might have a faulty connection.
Normally I would suspect the power supply itself but if this is the PS from your old unit then it obviously worked before so in that case I would assume its the Motherboard with the fault. its the only thing I could imagine that would represent such a total and complete failure to boot up.
