Static in Headphones. Possible Sound Card Issue?

Recently, the onboard sound died on my motherboard. I got by using a cheap usb headset, but then a headphone went out after a few short months :(. So, I bought a Diamond Xtreme Audio sound card ($20 at Best Buy). When plugging my monitor speakers into the sound card, there is no excess static/noise/buzzing. However, when I plug in my headphones (Turtlebeach Earforce x12s) there is a very annoying static and buzzing sound. This occurs even when the sound is muted, and amplifies when the sound is maxed.

Things I have tried:
Disabling on board audio.
Disabling the other playback options (line-in, CD player, etc)
Disabling mic boost.

So, this leads me to believe that it must either be an issue with the sound card, or some other internal hardware issue. Any help is greatly appreciated. I really can't afford to buy a new soundcard, so please save the day!

Edit: I have also tried using a regular pair of Beats Headphones. The issue still persisted.

Update: I have removed the soundcard, and purchased an external USB soundcard, and I am still experiencing the same noises in any pair of headphones I use. Can anyone help? :(

Static can be caused by a ton of things many factors need to be taken into account before you pin it down to the Sound card, but in all fairness it could be try contacting the person you got the sound card from as it may be faulty and also ask if your headset is compatible as that even though most things just go through the audio jack there are different types and having the wrong type can cause audio problems, also try to make sure that the connection dosent move at all as this can cause a horrible noise
