r9 290 GPU usage spikes

hi guys! i bought this card last week and i'm not getting bad performance (low FPS) and these usage spikes: basically my GPU usage meter on MSI afterburner goes up and down and isn't stable. this causes FPS drops in some games (drops to 40' and 30' in BF4 and BF3).
i play on ultra, at 1280x1024p so i should get well above 60 FPS in all games.

It may be the cpu - Try unparking your cpu. I did it a few days ago and will never regret it- now all games especially bf4 with mantle play silky smooth. Especially useful for us AMD users with FX cpus.

hey man thanks for the reply! unfortunately this doesn't un-park every parked core. i checked how many parked cores i have using resource monitor and it said i have core 3-6 parked while the software only recognized 0 and 1.
are you sure it's compatible with windows 8?
also i saw in the the CCC (now running 14.7 RC3) it says that the "current active plan is balanced" with no option to change it.

well after restart i fo see that my cores are unparked. thanks! that still didn't solve my problem. although i think it's the CCC gpu overdrive where you can set the fan speed and max temps and such. the CPU must throttle in order to keep the temps below what i've chosen. upping the temp max and fan speed did help, although i still think the performance i'm getting is low considering my resolution.

Is your GPU running on high performance mode?

Also try using DDU in safe mode to completely uninstall old GPU drivers. Then turn off internet and install latest GPU drivers. See if it helps.

i did use DDU and what do you mean high performance? it says "current active plan balanced" so i'm guessing no. how do you change that?

Bottom right of taskbar---> where the notification icons are--->right click the CCC one ---->choose number 1 gpu--->3D settings--->Standard settings

nope. nothing changed man... beginning to feel kinda hopeless.... i've spent 250$ on this card and it can't even max out games on 60 FPS on 1280x1024.... i was gonna ugrade to 1080p but now idk...

wait a minute... on the resolution menu in bf4 the max resolution is 1280x1024 @ 60Hrz
checking in there for a bit i see an option for 1280x780 @75Hrz... i checked the max refresh rate of my monitor in the advanced settings on the resolution menu and it says the max is 60HRz, i'm connected with a DVI cable. i remmeber one time my friend had low FPS cause his refresh rate option wasn't on the right one and watching a video which said that some cables only support certain refresh rates. could that have anything to do with the low FPS i'm getting?

I DID IT!
my monitor is old, so it doesn't have HDMI connections. but what i did was to take my PC downstairs to my living room, connect it to my 1080p TV w/ an HDMI cable and the result that cam were incredibly stupid.
i actually got better FPS on Borderlands 2 than i did with my monitor, BF4 worked "as advertised" scoring 70 FPS minimum on 1080p ultra, with an average of 80 FPS(!)
unfortunately, i can't check MP because there's no way to connect it to the internet from my living room, but seeing borderlands 2 and BF4 made me pretty optimistic :D 
i checked MSI afterburner and my usage was stable, clocking 100% usage with small dips to 80% not so often.
