My CPU won't boot

Everything's set up.
But now here's the problem my cpu boot only for 4-5 second and then it will try to reboot and keep on booting for 5 secs and reboot again.
Why ? Any solution ?

All power pins connected? especially the pin on the top of the board near the CPU? Video cards powered? HSF seated properly, video card seated properly? Ram seated?

have you tested the ram? Bad PSU?

Here's the thing. I'm just doing a routine cleaning at my cpu.I have clean it twice but without cpu out. but this time i even take out the CPU to clean the thermal paste that i haven't cleaned it for 3 years. and i leave it just like that for 1 month (everything is unsetted up in their boxes and i haven't touch it) is that because it ? the motherboard needed to clear CMOS values because he forgot the date ? i already read that article. even i google first then i ask this

What are your system specs?


BTW the MB is ASRock Z77 Fatal1ty Performance. It has a Clear CMOS button. but how to clear ? pressing it while no power ( psu turned off ) ? or can you help me how to do it?
