GTX770 Low FPS Batman Arkham Origins

Hey all, I'm getting really low FPS (sub 20) when doing benchmarking in Batman Arkham Origins. I used GeForce Experience, and it told me I should be able to use max settings, I have also lowered the settings to see if it would help, but it's still stuttering.
Gigabyte 4GB GTX770
Core i7 4770k
Asus Z87 Pro Motherboard
8GB Corsair Vengeance ram (2 sticks)
Corsair HX850 PSU
I've checked the PCIe connections after reading a couple of other threads, everything is connected properly, I'm not sure what the issue is.

  1. Monitor your CPU and GPU temps, usage, and core clock. You want to verify that everything is running at the speed it's supposed to be. You can use rivatuner along with hwinfo64 to show these stats onscreen while your running the benchmark. There are several how to guides online just do a quick google search.
  2. I did a check on GPU-Z and found that my clock speeds were about 120mHz. Could it be an issue where my GPU isn't getting enough power? If I try to boot the computer with two screens plugged in, it gets to the Windows start up with only one screen on, and then shuts that screen in to power saving mode as well. I've tried going back to stock drivers and that didn't help either.

    My mistake, I wasn't reading it properly. However when I was doing a Heaven 4 benchmark, the card seemed to heat up quite quickly, then the screen went a whole bunch of weird colours, there was a small click in the case somewhere, the screen went black, then when it came back on, Heaven 4 had crashed.
