can i run a ati radeon hd4890 with a jeantech 405 psu

I'd rather not do it. 400W, that too from an unknown brand is extremely unreliable and its not worth taking the risk with a good GPU as HD 4890. It needs a 32 amps line and I'm pretty sure that PSU can't provide it, atleast not stably.
Get a good quality one like HCG 520W/ EVGA 500B/ SeaSonic S2II 520W/ XFX Pro 550W.
