Should I get an intel processor or amd?

AMD is better for budget, intel is better for perfrmance.
You can get level 8 performance with AMD for $100 less then intel, but AMD does not have anything that can give you 9 or 10 level performance.

It also really depends on what you are wanting to do with the computer.

Now most AMD computers built by OEMs (HP, Dell, etc) use the FM2 platform. These are good if you want to game on a very very low budget (playing on low-med settings and 720p resolution). They provide a mid range gpu at expense of cpu performance. This platform is good for its purpose but becomes a big bottleneck if you want to upgrade latter, and like I said the actual CPU performance is less then other AMD or intel chips
