black screen with blinking cursor...

my win 7 is working fine, but i'm trying to install win 8.1.
i tried to boot from both C.D & USB but it only shows a blank screen with blinking cursor at left..

I don't know why you are getting just a black screen but I do know that neither Windows 8 nor Windows 8.1 are supported on that Inspiron model. Dell have only released Windows Vista and Windows 7 drivers for that model, none of which will work on Windows 8 or 8.1

You should have checked that page before buying Windows 8.1
