Hey,
Which choice is better in the same price?
I want to upgrade my GPU from HD 6950 2GB.

My current PC:
Seasonic 430w
Gigabyte H61M-S2V-B3
i5 2500
8GB RAM
HD 6950 2GB Sapphire dual fan Dirt3

It was enough for 6950 (TDP of 200w)

Your card of choice has a TDP of almost 300W. Barely any scraps left for everything else.

Your PSU will be enogh for 7950 as you said it pulls 200w if you divide that by 12 equals 16 Amps. Your psu has 360w on +12 line if divide that by 12 you get 30 amps. Personaly im not keen on 7950 as you have to increase power limit to stop it from throttling down clocks even at stock speed, which leads to low frame rates, frame drops..
Not sure if 270x has that issue.
