So I've already gone through 4 PSU's (Two of them being of a different brand) and my Coil Whine is still a pressing issue for me. Recently I turned vysnc on one of my games cause it was a hot day and I didn't want my gpu running all willy nilly. The coil whine disappeared and everything was fixed... is this a GPU issue? Because the coil whine only happens when my Vsync is off and I know that's not suppose to happen. If it is the problem I'm going to RMA my 780 ASAP.

Yes, its your GPU that has the coil whine. It usually happens when the card is running at 100% (vsync off). Turning on vsync lets it run at a lower power.

Well the thing is, some games have a problem with Vsync so I can't have it on all the time. I think I'm going to RMA the card and get a new one because it should not be producing the sound that it does. I'd also like to point out when I turn off the Vsync I can hear the buzzing/whining noise in my headset aswell.

Yes it's your GPU, I had one before that had this issue and it bugged me to no end. If you have the ability to replace it I would.
