I don't know if you had an OS already or not, but here is my recommendation. I also recommend this mouse, for only 13 dollars it is a steal:

If you want to complain about the gpu, then here. Although, the 270x is a great card and would keep it in the budget. Next to that, this will be a solid rig to overclock and game on. Also, those EVGA psu's have a bad rep. But if your going to nitpick the psu as well, here is a much better one than both of those, that is 6 bucks more than the Corsair.

Please explain, how it is "not acceptable".

you are putting a r9 270x which is weaker than the gtx 760 beside the gtx 770 which is a tier above the gtx 760 so its simply a downgrade thats why its not acceptable and for a gaming pc the most important thing to consider about is the GPU its more vital than the cpu when it comes to game performance and boost....

The cpu is actually more vital. I doubt you would pair a 280x with lets say, an x4 750k? Both of these play a vital role in a gaming rig. While the 270x is not in the same price range as the 760, it is still a beast card for the price. But if you want something in the same bracket, then you could buy this:

u are not getting my point at all i have already mentioned that the r9 270x is the best for its price but that doesn't means that u can compare it with a gtx 770......and for the cpu the r9 280x can run on a i5 3rd gen non k version without any bottleneck and also with any 4th gen i3 without any bottleneck and the gpu plays the important role in the fps in games the cpu should be good enough to support the gpu ....

I know what it will run on without bottlenecking. But your still throwing out cpu's that are 120+ dollars. The one I mentioned is 75 dollars, and could be built into a 500 dollar system, which the 770/280x is 2/3rds the price of. I see your point, but it still isn't unacceptable. Op gave me a budget, and I made a build equivalent to it.

That is actually what I was trying to say.. just been a long day for me and my brain isn't working well.

An overclocked R9 270X is equivalent to a GTX 760, even better in most cases.
