FX 8350 stock fan noise is annoying

it's not only loud, it also has this kind of breathing affect where ti gets really loud and then really quiet and then really loud and so on, it's doing it every few seconds and it's driving me nuts! anyway to set a permanent fan speed? even loud but steady is better than this

That should be settable in BIOS. If you use Cool and Quiet, it will only run as fast as it needs to. But the oscillating speed you describe makes it sound like either the fan motor is bad, or the MB BIOS is not controlling it properly. Might want to pick up an aftermarket cooler. Especially if you plan on OC'ing that processor.

thanks, i'll look into the bios. i thought about the fan being faulty but the CPU is kept pretty cold. how can i check if the fan is faulty or the bios is? also what setting in the bios controls the fan?

i checked the fan speed on a monitoring software, the RPM goes up and down aand up and down. from 3500~ to 4600~ on idle

Go to "2-5 Advanced BIOS Features" in BIOS and be sure Cool and Quiet is enabled.
Then go to "2-9 PC Health Status" and then to "CPU Smart FAN Control" and make sure it is Enabled.
Below that is "CPU Smart FAN Mode". It can be in either auto or PWM. If it is in auto and still not working right, change it to PWM.
Save your settings and re-boot.

although i couldn't find CPU smart FAN mode, i did noticed that cool&quit was disabled. i enabled it and now it's much more quiet. the RPM still goes up and down, but now it's a lot slower: from 2700-3100~
it's still pretty annoying, but it's a huge step in the right direction. how do i find this CPU smart FAN mode option?

Look on page 34 of your MB manual. It explains it there. But I gave a description of where to find it. Which version of the board do you have... 1.x, 3.1, or 4.0?

Let's test your cooler's fan to see if it is the fan motor or the MB controller that is messing up. Unplug the fan from the 4 pin CPU FAN header and plug it in to any CHA FAN/SYS FAN header. IF the board will allow the PC to start without the CPU FAN header populated, the cooler fan should run at full speed*. If the oscillation in speed is still there, I would assume the problem is with the fan motor itself. If it is gone, I'd assume it it is the board that is at fault.

* Some boards will not allow the system to start if it doesn't see a CPU cooler fan plugged into the CPU FAN header.

wow that's uncharted territory for me... i have no idea what an CHA FAN/SYS FAN header is... XD
i have a friend who might know about this... but 'till then, do you have any other ideas?

Not really. About all you could do is replace to stock cooler with a different one or (better yet) an aftermarket one and hope that was the problem... and not the board itself.
Are you planning on overclocking the FX 8350?

i'm not sure about that really.. i had the FX 4100 before this one and overclocking that guy got about 30% boost in performance and i was still with the stock cooler. it actually still works. i'm just not sure if i'd need to over clock. i have an R9 290 and i get great performance so in the meantime no. as for buying/replacing to a different cooler- no way lol. i built my pc for less that the GPU costs (got it for about 250$) and i'd like to keep it like that- cheap and simple. :) 
i see you have a 290x yourself! how's it doing? been wondering about the difference between those 2.

My 290X has been about as expected. Slower than the 2 x GTX 660 OC cards (SLI) I had before, but a bit smoother. Not the occasional stutter like I'd experience with the dual 660s.
Btw, a 212 EVO can be had for $35.

yeah i tough about that cooler. almost bought it actually. i'm probably going to pick it up someday when i'll have a bit more money to spend. thanks for the help tough! it's highly appreciated :)
