Im building my first pc and im thinking of going with the r9 280x, but im really having second thoughts about this card. It seems to have a problem with flickering and artifacting. Would you recommend this card? and thanks for responding!!

depends which model you get. If you get the non-reference from a good brand like asus, MSI or gigabyte (there are a few others that are pretty good too) then you should have a reliable GPU with a decent warranty and decent customer service if anything does go wrong. If you get a crap brand like Sapphire (short warranty) or a reference model then you might end up with some of the problems you heard about. The non-reference cards pretty much took care of most of the issues the R9 series cards were having when they first came out.

Sapphire is generally considered one of the better AMD manufacturers.

If you research any card you should find all kids of people complaining. DOAs and defects happen all the time. Generally you'll be fine but you might find a bad one. If that happens just RMA it and try again. I have a Gigabyte 280 WF3, couldn't be happier.
