You could try booting into your Motherboard's BIOS and checking to see if your PCI-E x16 slot is enabled.

That's the 1st thing I did and the tech support guy said there's no such feature in the BIOS. However when I power on, the Fan on the Video card kicks in but it default to the onboard VGA so I went into device manager to see if it can detect anything but nada.

I assume you've downloaded the latest (non-Beta) drivers for your Graphics Card from the manufacturer's website.

Ensure no dust or debris is present in the PCI-E x16 slot. Compressed air or use of a vacuum with a fine nozzle can clear the slot.

You could try updating your Motherboard's BIOS to the latest version as the EEPROM might have become corrupted. This will possibly reset your BIOS settings, however, so be prepared to reconfigure it if you have customised its operation.
