I've had this strange issue with stuttering on one game from what I had noticed so far called ArcheAge and today I found out that the issue is also with a game called Rift that I had a quick go of which I'm assuming has to do with the same issue in to why I stutter to hard on ArcheAge as well, I can have a good 40-60FPS depending on where I am and the stuttering is always lurking around as with ArcheAge it almost feels like something is pulling back against my camera rotation which is strange and also making it very unplayable.

Just mind the fact that it may look like the recording was laggy but it actually wasn't, you can even see with watching the mounts legs that it looks fairly smooth whilst the camera turning is making the recording look laggy which it isn't as it's just the crazy stuttering going on, I'm also rotating at a consistent rate but you can see in the video that it looks like I'm turning slow and fast randomly which again is the stuttering and the recording it self should actually look smooth whilst rotating but it isn't due to the stutter, I know it may be hard to see from just watching but hopefully someone will see the issue from it.
My PC specs are:
Asus P8Z77-V LX Motherboard
I5-3570k 3.40GHz (4CPU)
8GB RAM (Kingston HyperX Genesis DDR3 1600MHz CL9 8GB)
AMD Radeon HD 7850
Also using a Logitech G600 mouse and a old K120 Logitech keyboard
I tried running the game on both my HDD and SSD and the problem is persistent on both, I made sure my graphics drivers are all up to date and even tried a reformat to see if that would clear it and it didn't so that leaves me to assume it's a hardware issue though I've no idea what piece could be the issue (though I speculated briefly with a friend that it could be a RAM issue? even though I'm fairly sure my RAM is compatible with my motherboard and no other game has had this issue as far as I've seen), I did also try minimizing the graphics which helps a bit though the stutter is there in a lesser state though it still slowly worsens with the more people around and the lower my FPS is.
Also a quick thing that I noticed which was really strange, whilst playing ArcheAge and moving forward with WASD the stuttering seems to be mainly apparent when using my left or right click to rotate the camera, where as if I held down right and left click which causes me to move forward and then I proceed to rotating the camera with them both held down still then it seems that the stuttering is basically gone, the same goes for when I use my W key to move forward and I use my arrow keys to rotate the stutter isn't there either so don't really know what to make of it.
I wish I could make a tl'dr but I just wanted to get all possible info I could muster out there as this has been driving me nuts trying to figure it out, I did get in contact with the customer support for their game and they seem to want to take at least 2 weeks per response which is just horrible for trying to fix anything
