please dont say "why not get both"

i want to know the performances

do you think the cpu will cool down without a good air or liquid cooler and only the stock and case fans?

Solution
If you're going for noise reduction, liquid cooler I suppose. High end air coolers can perform pretty close to water coolers.

Usually the loudest fan in a PC is the video card but stock CPU coolers are close. If you have a gaming GPU or a couple HDDs in there, you will likely want at least one case fan for circulation, even with a water loop.
