Motherboard help, on-board 3.0????

This is my current build.

on the capability notes it says

"Thermaltake Urban S1 MicroATX Mini Tower Case has front panel USB 3.0 ports, but the ASRock 960GM/U3S3 FX Micro ATX AM3+ Motherboard does not have onboard USB 3.0 headers."

i'm a new builder i want to use the front usb ports to charge phone, plug in usb etc.

what should i do change the motherboard?

I don't think you're going to find a mATX motherboard that has an on-board 20 pin USB 3.0 header. You may have to upgrade to a ATX case so you can use a full size board.

I don't see a USB 3.0 20 pin header on that board either.

You can use an add-on card that includes a 20 pin internal header, yes. I've never used one so can't vouch for them, but here is an example if your board has a free PCIe x1 slot: http://www.newegg.com/Product/Product.aspx?Item=N82E16815124122&cm_re=usb_3_0_card-_-15-124-122-_-Product
