Heatsink causes short?

So I just installed a new heatsink into my PC and the results are upsetting.

This is my first time installing a heatsink. I have an lga 1155 socket with a hyper 212 evo heatsink. After installation (and rebuilding the entire computer because I had to dismount the mobo) the computer starts for one second without going to bios and shuts off only to try again. Upon investigation I discovered that it was the heatsink itself causing this.

How I found this out was that I confirmed that all power sources were working properly and then I removed both the heatsink and the retention bracket, leaving the CPU fan plugged in to avoid the no CPU fan error. The computer started fine as usual and went to the login screen. To avoid damage to the CPU, I immediately shut off the PC.

This confused me so I put the only the heatsink on in contact with the CPU and sure enough the PC failed to start. So can anyone tell me what I'm doing wrong? Clearly I've installed this heatsink improperly (maybe the backplate is too tight?) and I'm left clueless. Should I use more paste? I can also provide pictures if needed.
