It can't hurt the hardware, but it can hurt the software that runs it.

I'm sure it is possible, but not common.
Somebody destroyed Iranian nuclear equipment with a virus.

A quick check on if a virus or malware is doing it, is boot with a Linux live disk, and see if the problem is there under Linux.

CDs die also.

Virus won't affect your CD-Rom, what kind of problem are you having with your CD-Rom? Slow PC might caused of non-related programs installed on your PC. Can you send a screenshot of all programs installed on your programs and Features window. Also, try to use Malwarebytes for Anti-Malware and Ccleaner to remove Temporary files and clean Registries.

Some virus or malware has effected your system. Some virus slow downs the system performance or crashes your software. So perform "system restore" OR use antivirus and perform full scan. Otherwise install fresh windows from usb.
