Overclocking an old Viewsonic: Zuh?

I suppose I'm just late to this party. I've been Googling around trying to understand what monitor overclocking is, and I'm still a bit confused.

I have an old Viewsonic based on a VA panel, the VX2435wm. It is 8ms gtg, and the specs say: "Frequency Fh: 24~82kHz, Fv: 50~85Hz"

Does that mean the manufacturer is stating 85hz is safe, and not the default 60hz that Windows/GeForce driver wants to saddle it with? Is that even overclocking then, or just setting things right?

How safe is this and would it reduce ghosting in games (my biggest issue with this great monitor)?
