decreasing my 1080p to 768p would stop the bottleneck in BF4? Or lowering my settings to high?

I've got one of those, and they are pretty slow per core.
Not sure if you would see a difference between the bottleneck slowing it or you slowing it with setting.
Either way, the card won't perform to it's full potential.
Mine is relegated to surfing the net, as that is all it is good for nowadays.
