Hey guys, I'm really hoping somebody can help me here...
So I have had an Asus brand 290x for a few months and decided to buy a Sapphire 290x to crossfire it with. I have read on here that doing that shouldn't cause any issues. So I followed the standard procedures for crossfire setup (I uninstalled my drivers, turned off the machine, plugged in one card, turned on my machine, re-installed the drivers, turned off the machine, plugged in the second card and rebooted) and CCC sees both cards and acts like they're crossfiring, and so does Afterburner. Both cards register memory usage when games are playing (I'm using FC3 as my default game) so it appears as if they are both being used by the application. Here's the thing, in FC3, and any other game I launch, I get 40FPS at max running on Medium settings. Previously I was getting 60 on medium with one card. What am I doing wrong?
System specs:

(Minus the two identical Asus cards)
Additional notes:
ULPS is disabled
FC3 takes a maximum load of 30 percent on my processor (9370), and most other games won't take more than 50.
The secondary graphics card (no matter which one I put in the second slot) will sometimes not clock up past 300mhz.
I have reinstalled and swapped out the cards in several different ways, including switching slots, using each one individually to test effectiveness, loading old drivers, etc.
To the best of my knowledge, the 990FX board is compatible with crossfire, and both of the slots that the GPUs are plugged into are x16
The system in whole is powered by a 1200W supply
