PC isn't turning on at all.

Okay, I'm trying to shift some old parts into an older case. But the thing won't turn on now that I've got all the parts in.

The old case had the power, reset and LED wires connected in a block, so I trimmed off all the wires except for the power wires. But when I plug it in the power button does nothing.
I've tried shorting the two power pins, but nothing happens.
I've used a multimeter to test the PSU, which is showing all the appropriate values. I even tested the power pins, which had about 3.3 volts across them.

Is there anything I can do?
 
Solution
"Not turning on" is usually power or motherboard related, which includes shorting and poor connections. Some ideas to try:

1. Even though the PSU seems to be outputting proper power it could be unable to do so under load - so try a different PSU if you have one handy.

2. Re-seat all components - incl. video card and RAM, try multiple RAM sticks separately and in different slots.

3. Remove ALL parts not needed to POST - no drives, no usb, 1 stick RAM, CPU, power, video. Any electrically malfunctioning part will prevent power on.

4. reset CMOS, then try again

5. Make sure there are no shorting wires anywhere and that the case floor is not in contact with bottom of motherboard.

I checked everything on the list, nothing on there seemed to be causing the problem.

It's an old PC, so I'm not sure of the exact specs. But it's got a core2quad and 4gb of RAM. I've put two 1tb HDDs in and have been using it as a NAS. It was randomly turning off, so I shifted the parts into a different case with a different PSU.

Also, just in case it matters, when I hit the power button there is a small noise from the power supply. You can only hear it if you put your ear close to it. The sound only happens if I unplug the power cable and put it back in.
