Laptop can't connect through ethernet

A few days ago I moved to a new apartment building that only had Internet through ethernet cables. It worked on my laptop for the first couple of days but it suddenly stopped. It connects but says "limited" and "no Internet access". For some reason when I try to open any Web page I get redirected to a belkin wifi range booster setup page. I do not nor have I ever owned a belkin router so I don't know where this is coming from. Moreover I can't go through the set up because all the wifi that it recognizes is password protected. I've tried connected through a different ethernet port using a different cable and I still get the same problem, even though it works perfectly for my roommate. I set up a wireless Hotspot with my phone and my laptop is able to connect. Maybe it's a problem with my ethernet port? I have absolutely no idea, please help!
 
Try running the Internet connection wizard with the wifi adaptor turned off and the Ethernet cable plugged in.
You can get to it by opening internet explorer .

Connections tab
At the bottom is lan settings button. make sure "automatically detect settings is checked.
then at the top click setup and follow the prompts.

I just tried doing that but it doesn't exactly work. Becuase I'm in an apartment building I don't have access to any isp information. Prior to this problem I just had to plug in the ethernet cable and it would work. Now it just redirects me to belkin.range/setting_start.asp no matter what site I put in.
