Does this build need a CPU cooler? I will not be overclocking.

Yes, every CPU needs a cooler. If you're not overlooking you can stick with the stock cooler. Or if you want cooler temps the CM hyper 212 Evo is a good choice.

Every CPU comes with a cooler designed for it's stock voltage and frequency. Also, Intel CPU cooler are good cooler.

No benefit at all except that there are two killers for electronics, heat and time. A cooler running CPU should theoretically have a longer life span but I don't think that's too significant as you will likely replace your rig in favor of newer technology before it gives up to a normal life span.

Unless you are going to overclock and push temps beyond what the stock cooler can handle, its difficult to justify an after market (except for perhaps looks or noise reduction).
