That depends on what you will be using the laptop for. They both use i7 CPUs. The HP has 12GB of RAM, but uses integrated graphics. The Toshiba has 8GB of RAM and a decent mid-range AMD GPU. You will need to research to see which one will work best for your intended use. If you will be doing any gaming then I would go with the Toshiba.
