Streaming is a complex and multifaceted processes that is voraciously resource hungry. Capturing the stream from your screen is a serious endevour and involves very large files being very quickly compressed into something that can be transmitted at a reasonable speed. Especially on a machine that I'd put very much in the middle of the road, huge losses in performance is absolutely to be expected.

Streaming is very hardware intensive, the more video quality you set, the bigger the performance hit.

You know, I am getting really upset by people who keep assuming that all that extra programs (that they open) will run on magic powder.

If by OBS you mean Open Broadcaster Software, you need to understand that project is still in Beta and may have serious issues that need to be worked out.

Are you running the most recent build of the software from June 16th? It claims, among other things "Fix game capture performance issue for D3D9 games on latest windows 8.1 versions."

This leads me to believe there are still problems with it.

I would update to the latest version of the software first, try different configurations of the software settings, and then finally a different software solution altogether, if this one isn't working for you.

How do you know i havent tried to tweak the settings? I am struggling to find the point where the stream looks okay, and my game is playable

We don't know anything which you haven't shared with us, and you haven't shared much. Understand that it can be very frustrating to try and help people via simple textual messages for free. Correct and useful answers are usually inversely proportional to the size of the question asked. The shorter the question, and information given, the longer the answer tends to be.

When people come and complain, "My computer is broken," the correct answer is usually an entire book. If you've received a short or terse answer, it's probably because your question came off as lacking effort. It isn't our job to cover 99% of the distance between your problem and your solution. The OP needs to demonstrate an amount of effort that relates to both his abilities and the problem at hand.

It may be impossible to find that balance. That's just something you'll have to accept. It's worth trying a lot of things of course, but the end of your road is likely to be you learning to live with 40 fps, not you having an awesome stream. Your best bet is probably not to tweak OBS, it's to turn down the settings on your game.
