My computer becomes extremely laggy anytime there is something downloading. Large email, movie loading, file transfer, ect. The mouse becomes jumpy and sometimes almost non responsive. As soon as downloading is complete the computer goes back to working properly. At first I thought it was my hard drive so I bought the Samsung 840 with fresh install of windows last week. I get the same results.
I also ran memory and CPU stress tests and everything came back perfect.
In device manager everything is working properly.

Anyone have any ideas of what could be causing the issue.
