PC random freezes

Hi, I had my PC for 3 years now and it always had freezes, but never so frequent. Most of the times they are short, I CTRL+ALT+DELETE and just wait for the task manager to appear (after it appears I know the freeze is over), very rarely being complete freezes (the cursor not moving at all after a few minutes) or restarts/blue screens.

They occur in A LOT of instances: most of the times I want to watch a livestream, when I use share screen on Skype and go on browser, sometimes (rarely) when even watching movies/playing games and even the simple thing of browsing the web.

I reinstalled Windows 7 Ultimate once and they never stopped, so I just rolled with it. Now I plan on installing Windows 8.1, see if it changes anything. If not I will just dump in in a service and hope for the best while buying a PS4.

The configuration is:
MB : ASRock 870 Extreme3 R2.0
CPU : AMD Phenom II X4 960T
GPU : MSI GeForce GTX 560
HDD : Samsung 320GB F4 (Windows installed on it) and a Western Digital 1TB for storage
RAM : 2x TeamGroup Elite Ram 4GB DDR3 1333MHz
PSU : Sirtec - High Power Element Power 500W

Before dumping it in the service, should I try anything else except installing Windows 8.1 as a last resort?
