So this happens sometimes that I cannot close any programs in task manager, then try to close them after sometime and they are still there but this time there is do "description" like the thing on the side with usually the company name. When this happens even Google Chrome doesn't work, it just crashes and won't open again. My anti-virus doesn't detect anything and this doesn't happen every time I boot the PC. I might upgrade to Windows 8.1 as I get it for cheap, does it save anything if I choose save nothing while installing Windows 8.1. Sorry if there is bad grammar and thanks already!

If the program is still working, sometimes it may not shut down right away, but my question would be, what is happening that requires you going to the task manager to shut programs down?

I certainly hope your not closing anything that you shouldn't be. First of all, do not close anything that says "SYSTEM", "LOCAL SERVICE", "NETWORK SERVICE" or blank. Close only the processes that are in line with your username. Also, do not close "taskhost.exe" or "Explorer.exe" and definitely do not close your anti-virus/internet security software! The others need to be running so your system can run properly. You are probably shutting down things that you need.
FYI, there are others that you can close safely, but until you know what these things are and what they do, play it safe and don't just shut them down =)

I have seen this happening with VLC and Chrome. You need to kill all instances of the culprit software. If Task manager doesn't work, get the PID from there, open cmd and run kill <PID>.
This hasn't happened for 2 days, tho I have problems with steam right now. It's crashing and says it cannot connect to the internet even though I'm watching a video at the same time and after couple tries of "retry connection" it works again

I apologize thumus and meant no insult , but you didn't specify what you were closing and why. In your shoes I would be at a loss as well.
