Cannot close programs in task manager. Windows 7

So this happens sometimes that I cannot close any programs in task manager, then try to close them after sometime and they are still there but this time there is do "description" like the thing on the side with usually the company name. When this happens even Google Chrome doesn't work, it just crashes and won't open again. My anti-virus doesn't detect anything and this doesn't happen every time I boot the PC. I might upgrade to Windows 8.1 as I get it for cheap, does it save anything if I choose save nothing while installing Windows 8.1. Sorry if there is bad grammar and thanks already!

I certainly hope your not closing anything that you shouldn't be. First of all, do not close anything that says "SYSTEM", "LOCAL SERVICE", "NETWORK SERVICE" or blank. Close only the processes that are in line with your username. Also, do not close "taskhost.exe" or "Explorer.exe" and definitely do not close your anti-virus/internet security software! The others need to be running so your system can run properly. You are probably shutting down things that you need.

FYI, there are others that you can close safely, but until you know what these things are and what they do, play it safe and don't just shut them down =)

Apparrently my last comment didn't register here, but I was trying to shut down programs such as Spotify and Skype. Also if I upgrade to Windows 8.1 and select "keep nothing" is it basicly the same as a clean install?

This hasn't happened for 2 days, tho I have problems with steam right now. It's crashing and says it cannot connect to the internet even though I'm watching a video at the same time and after couple tries of "retry connection" it works again
