Random PC shutdown (not full shutdown)

Hello, I have this new problem on my old PC. I did not change anything on it for years. It started shutting down but not entirely. I mean I lose the visual on the screen but the PC itself remains on. I see the power LED is lit and the mouse is half lit (you know like before Windows is loading). What do I do? This happens mostly when I start the PC after leaving it shutdown for hours. I suspected the fan but I hear it working to some extent. If this was a fan issue would not the PC simply shutdown fully?

P.S. I can shut it down and restart and it powers on right away and continue. I have been playing low video games on it recently. If you have something you want to ask me let me know.

I am leaning towards Video Card or power supply. Try these steps
1. Remove video card(if you have one) and see if the problem still occurs, if no video card move on)
2. Unplug all things connected to power supply expect power to the motherboard and see if the PC stays on(Yes I know it wont boot if HDD power is pulled)
3. If the PSU has a tester, what color is the light?
4. Run down to a local PC shop or call to see if they sell old PSU testers.
5. Grab a PSU from a old machine.
6. Make sure the fans are all clean from ALL dust and REPASTE(YES DO IT) all heatsinks that you can get to easily.
7. Plug the PC into a different outlet for the time being as well.
List goes on but this is a good start

Hello, I just wanted to add that the CPU fan the only fan inside stays on and does not stop when this happens. Does this mean anything to you StirB?

I do not have a discrete video card.
