Will this PC runs league at max settings or at least high with decent FPS?

The video card won't be good enough for highest settings. Most people use a 270x/280x or GTX 560/660/760 for moderately high settings. I just run league on the lowest settings on an intel G3258 / 1GB 260x / 16 GB (4 x 4 GB) RAM since I usually listen to playlists on youtube and it would lag the game without the additional RAM.
