I have built a new personal desktop, installed all the wires but when i start it only the fans seem to be working, here are specifications, can someone please help me;
MotherBoard: Gigabyte 78MLT-USB3
rev 5.0
Processor: AMD FX8320
2 x 4gb memory ballistic ddr3 -1600

Here are a few things to check, starting with most common:

1) Did you plug the 4-pin or 8-pin cable coming out of the PSU into the 4-pin or 8-pin CPU power on the motherboard? This supplies power to the processor, and without it nothing will work.
2) When you installed RAM, did you push it in all the way until you heard the *click*
3) Did you plug the 24-pin (usually) power cable into the motherboard to supply it power?
4) Did you plug the power switch 2-pin plug into it's proper spot? (You must have done that right since the fans are running)
5) Did you plug in your processor's heat sink? If not, the motherboard may be detecting that and then not run.

Check out #1

I have done all the above mentioned steps above and still no beeps or displays. Could it be my RAM as i am using 1600MHZ while the specs for the motherboard 78lmt -usb3 is 1333 or 1066

That could very likely be the problem. Motherboards would definitely state all types of RAM it supports, so if you buy incompatible RAM it probably won't work. I would return your RAM and but the DDR3 1333Mhz.
