Can i put a MSI R7 250 in a HP Pavilion Slimline 400

I am buying my little brother a good GPU for his PC next month for his Birthday, the only game he plays is Minecraft and i want to get him one so it will run Minecraft smoother and also with some great shader mods and the best GPU i have found is the MSI or Gigabyte R7-250. If there is a better GPU out there for under $90 then please tell me. It can not require its own power connection because the PSU is only 220W and i do not want to buy a new PSU so it must get its power from a PCI slot. The R7-250 does not need a power connector is also why i chose it so far. My main questions are.

Will the R7-250 fit in his case from it being a slim case and considering the case is 4-inches wide?

Will the R7-250 run minecraft great and maybe with some shader mods and run better than the Integrated graphics in the CPU of his computer?

Does the Motherboard have a slot to support the R7-250 GPU?

Now here is the specifications of the CPU and also some pictures of it, i appreciate all the help i can get! :)

No, it will not fit.

It will fit if u remove the optical drive and swap the hdd for a ssd or dump the ssd somewhere else.
also make should it comes with the small pci bracket

Huh? I can't put something that requires plugged into a PCI slot and just lay it randomly in the case where the optical drive is, it needs to be standing straight up and plugged into the PCI slot.I can not put a GPU where my Optical and HDD is. My two MSI R9-280's are both plugged into the PCI-E-16 slot, not randomly hanging in a 3.5 bay for example. :p  but thanks man

well according the picture u provided. Its obvious that the op drive will be blocking the card. I never said installing it IN the op drive. Although u can use a pci riser but thats just stupid
