Change the GPU to an R9 270 and get a better PSU... Check the tier list to choose the best one.
 
i know that r9 270 have the same architecture but you have to oc the r9 270 to reach the r9 270x level plus you can oc the r9 270 x much higher than the r9 270 ........and 500 watt is enough for the build.....and tier wise its the same as corsair cx,rm and vs series.....

Well he could get something like a Seasonic, XFX, Rosewill 80+ Gold GPUs if he goes with the r9 270 with the money saved :) Also overclocking isn't a problem... you won't really gain a lot unless you do somewhat of a moderate overclock but you could easily overclock the 270 to 270x speeds as soon as you get it if you want...
