Says it all in the title. When I was looking at AMD Catalyst, it was saying the GPU Clock was 486MHz, which I would think is pretty low. Is there a reason why this may be happening?

What is the clock speed during gaming or stress testing?

GPUs are design to underclock their core and memory speeds during idle to conserve power.

In idle mine stays at 300 MHz in load it goes up to 1030 MHz (Sapphire 290 OC Vapor-x) . if yours doesn`t go up might be thermal thottling.

I think I was running LA Noire in the background, but even if I wasn't, I have been noticing a huge performance decrease lately. I was running the performance benchmark for NBA 2K14, which before I was getting like 90 fps on, now suddenly after a computer reset I'm only getting 45 fps.

uninstall software and reinstall..and watch those temps..i have 2 290s in crossfire and i have to put one away cause these cards get HOT!!...with both running i could heat my apartment lol...top card hits 95c while bottom card is alot cooler..got so bad i had to take one out so it would stay cool thinking about water cooling a card....but does sound like a software issue download MSI Afterburner and it should tell you the clock speed you can raise it or lower it.
