Blue lines flicker

Hi and thanks for taking the time to read this. First off I uploaded a video of the issue on youtube and attached the link.http:// I use dual monitors and sometimes one of the monitors will start spazzing out. Sometimes it goes away in 5-10 minutes, sometimes it doesn't. For example, I turned on my computer this morning, signed in, and within 10 seconds my monitor started behaving as shown in the video. When I unplug it, it switches to the other monitor. I have the feeling that this could be an issue with my graphics card, as i've had other problems relating to it such as, Bug Check 0x116: VIDEO_TDR_ERROR, AKA "Display driver has stopped responding", and several blue screen Issues. For the blue screen issues, I tried getting help from this tech support forum http://www.techsupportforum.com/forums/f299/bsod-caused-by-driver-dxgkrnl-sys-877297.html#post5506185. I've reinstalled display drivers, both most recent and older versions, i've turned off AMD Overdrive and overclocking, and i've experimented with integrated graphics, eg. taking out my graphics card and uninstalling the drivers. I didn't have any of the issues in the three days of using integrated graphics. My question to whoever is reading this, is do you think my issues are directly and solely related to my graphics card, why, and what can I do to resolve this. Thanks again for your help.

From my experience, it's an issue related to the graphic card. Just to be sure though, I'd suggest to use driver sweeper in order to remove the old GPU drivers and afterwards installing fresh ones.
