Nvidia and AMD build only the Chip, they do not Build the board, so if a GPU fail, it's because of the board manufacturer : ASUS, Sapphire, MSI, EVGA ... Ect.

For AMD i would recommend Sapphire or ASUS. these two are good GPU board manufacturer
 
^Exactly. AMD GPUs from good manufacturers like Asus/ Sapphire/ MSI/ GigaByte are of solid quality and will rarely be defective out of the box. For performance/price, AMD wins. R9 280X compete with GTX 770 which is atleast $50 more. I'd get a GTX 770 over a R9 280X only if 770 is on sale with good discount. AMD are heavy power seekers, though. Nvidia on the other hand are comparitively energy efficient.
Anyways, for R9 280X,
I'd go with Asus/ Sapphire for cooling,
Asus/ Sapphire/ MSI for performance,
GigaByte for cost effectiveness,
XFX for performance/ price,
And Sapphire overall.
But, since your budget is ~$250, XFX is a solid choice and better than any GTX 760 which you'll get in $230-240.
