My PSU doesn't work with UPS.

Hello everyone,
This is my first thread in this forum.
i'm kind of having really weird problem with my computer these days. Actually It was there all the time but never really noticed.

First, below is my PC configuration,

Intel Core i3 540 + DH55TC Intel motherboard
ZION 6gb Ram
WD caviar green 1tb HDD + Hitachi 320gb HDD
Palit Nvidia GTX650 1gb DDR5
VIP Gold 400W PSU

And i'm using APC ES500 Back UPS.

The problem is, When ever electricity goes, PC stays on(it wont get interrupted because of UPS). But as soon as electricity comes back, my pc restarts.

I cant figure out what is faulty or overloading.
I don't think its UPS because my PC runs fine on battery when electricity goes away but if its PSU then how it runs normally?

I know its hard to figure it out without experimenting something on it but Please help me to solve this problem. I cant afford to get my data corrupted again because last time this happened, I had to format my PC because electricity went when windows was repairing itself from the first breakout.

When power comes on, there is a big dV/dt (voltage change per time) at the UPS/PSU input (voltage jumps from 0 to 110/220 V, and can also overshoot/overvoltage - voltage spike). So, either UPS or PSU or motherboard shuts down / restarts your computer in order to protect it from damage. I assume...

More than you think.. :( that's why I had to buy UPS in the first place. but my problem is solved.
Actually one of the fuse from electricity board was sparking so I think UPS might not be getting enough voltage to recover from power outage.
By the way thank you very much for your answers. really appreciate it.
