Adequate cooling for the i7-4790k?

A few days ago I put together my new build with the i7 but yesterday I check speccy and it was 100 Celsius! under the easiest load it is at least 70. I am running it on the stock cooler and I need to know how to proceed with cooling Satan. What I want to know is whether a fan or liquid cooler would give me more bang for my buck, and if I have room to save money (because I have no idea how serious the cooling should be for the i7)? A lot of people seem to be having the same problem with this cpu.

Well the temps are really high, the first thing I'd check for is improper application of thermal compound, you may buy one for $5 and apply a pea sized amount, which should lower these temps. Also, I'll check if the installation of stock cooler is proper and is it touching the CPU or not.

Then, even if doing the above don't help, I'd suggest getting a good air cooler, the Noctua D14 is the best around for $75 and is very powerful. EVO 212 is a good budget cooler and always in the options.

For moderate-high OC=EVO 212, for some serious-really serious OC=D14.
