Actually this is not for me. My friend has asked for a computer budget in 90k. He wants to do gaming only. He told me about certain condition for his system like he wants an
amd gpu and preferably an amd cpu.

A 120 gb ssd and atleast 500gb hdd,

A 1980x1080 monitor

a keyboard and mouse combo

a gaming pad

a liquid cooler
&
The system should be future proof too
This whole thing was very complicated for me so i am asking you all to tell a config

The simple conversion to USD seems like the budget is $1.5k. But prices here are more like UK so I'd keep a 1k GBP budget and build it:

Being from India, I've put components which'll be easily available and the build would cost 85-95k INR. This's the best build for the budget, i7 is overkill, and R9 280X is very comfortable with ultra gaming.
That monitor is the best FHD with 1ms response and 144Hz.
Looks like a good gaming build to me, comfortable on Ultra :)

We know he would prefer an AMD build, but he will get much more performance out of an Intel i7 4790k. And it is affordable in his budget.

Also, it fits most of your criteria, 120GB SSD + 1TB HDD, keyboard and mouse, future proof (I hate this term). Now for liquid cooling, I miss geofelt's anti-liquid cooling rant here. Liquid cooling isn't worth it in this build, it'd increase cost and decrease efficiency of the build. You can choose the Razer Orbweaver gaming pad, but its 10k on Flipkart and not worth including in the budget IMO.
