New mobo. Unable to use PC.

My new mobo Is ASrock H61M DGS. I've also put a new i5 3470 and cooler/sink on it. With everything connected my CPU,gpu and psu fans spin when powering on then stop over and over. I decided to remove the atx lead from cpu socket, so the cpu I disconnected. Now my psu fan stays on and doesn't turn off, but my monitor doesn't detect hdmi.

So far I tried unplugging everything. I moved jp1 jumper from pun 1+2 to 2+3 and back. Once again I call upon your expertise tom members.

I've now put back in my old mobo and old CPU, connected the hdmi to gpu ad before and this time works -monitor is on. So it is either my new mobo that's broke or my new i5 3470.

When installing a new mobo, is there anything you must do beforehand? As in delete something on the HDD or alter something on BIOS?
