Issues with recently built system.

I had been running my computer for a few days when I noticed that while my OS was registering 16GB of RAM installed, it was only utilizing 8gb; and the BiOS would only detect 8GB. I was not hugely concerned as the additional 8GB are mostly for redundancy and future usage, but I resolved to address the issue when games were a less pressing diversion.
Last night,one of my games crashed when loading a new area, leaving a blank black screen; heretofore it had been running at full 60FPS with no stuttering, and the crash was centralized to the game, I could still enter the Dashboard and speak to my friends on teamspeak. Try though I might, I couldn't get the window to close itself so I resorted to restarting my computer, I entered the dashboard and shut down.
Thinking that having the full 16GB of RAM might allow my computer to better handle the background applications and the games, I tried to switch the configuration of the RAM. After doing this, my computer no longer boots, to BiOS or otherwise.
I have looked through everything related to my issue I could find, on this site and others, and have not yet found anything that could help. I have followed the steps prior to posting and changed my Ram configuration multiple times with no results. I thank you for reading this and hope you can lend insight into the problem my computer is facing.

Specs (No Overclocking or Tampering):
-Windows 8.1 64bit
-AMD FX-8350 4Ghz CPU
-Biostar TA970 MB (Does not have an onboard display unit)
-Gigabyte Radeon R9 290 Windforce 4GB GPU
-G.skill Sniper Series 16GB 1866 RAM (2x8GB)
-Raidmax 700W PSU
-64GB Samsung SSD (OS)
-1TB Western Digital Caviar Green




 
Solution
That is a really poor motherboard, I noticed reviews saying they also had faulty ram slots. I would RMA that board and go with a better more reliable maker like ASUS or Gigabyte.

I thought that might be the case, but when I was changing configurations I tried using just one stick of RAM, in both possible slots, with both sticks of RAM.

The RAM was working, but after I tried to change configuration, the computer doesn't reach BiOS. I have been running at least one stick in either the farthest slot or the channel paired with the farthest slot, as advised by the MB manual.
