First time building a $700 gaming PC

I've never put together a PC before so I've just recently been looking into parts and such. i'd love any advice/insight you guys have on the matter

Here is what I have so far:

I have a couple questions.

I'm not very sure about what motherboard to get in case i might want to upgrade in the future.

there was also R9 280 by PowerColor for $185, is it worth it or should i stick to sapphire? I don't intend OC just yet.

also, i know this may sound dumb, but is a CPU cooler necessary? shouldn't the CPU come with its own fan/cooler?

any suggestions on improving my current build would be much appreciated!

if your not overclocking then the cpu cooler unless loud will be sufficent. the build is overbudget because of the psu.

Thanks but thats way too over-budget for me :/ could you please recommend another RAM i could use that would be faster than what i have?

you also said that the intel build would be upgradeable, whats wrong with the mobo i have then?

do you mean the CPU will be quieter if i put in the CPU cooler? i'm sorry, i don't understand >< the psu is only $50 how is it the reason the build is overbudget?
